戦後、東大法学部の学生が設立した金融会社“太陽クラブ”は急成長を遂げたが、メンバーの隅田がヤミ金融容疑で検挙され焼身自殺を図る。残された鶴岡は新たに六甲商事を設立し、企業から次々と金を騙し取った。東京地検の福永検事は鶴岡をマークするが、彼は証拠を残さずに犯罪を繰り返すのだった。
