ザ・ノヴェンバー・マンというコードネームを持ち、さまざまなミッションを遂行してきた伝説的CIAエージェントのピーター・デベロー。スイスで引退生活を送っていた彼だが、かつての仲間たちが何者かに殺害されているのを知って彼らを守ろうと動きだす。だが、元同僚で愛していた女性を殺され、その犯人が自分がかつて教育してきた現役エージェントであることを知る。彼と壮絶な戦闘を続けながら、事件の全体像をつかもうとするデベロー。やがて彼は、ロシア大統領選をめぐる陰謀の存在にたどり着く。
