ＺＡＩＡエンタープライズのＣＥＯリオン＝アークランドが、滅亡迅雷.netの迅を連れ去った。迅の救出に向かった滅、雷、亡が目にしたのは大量の“兵士型ヒューマギア”（＝ソルド）たち。リオンの目的は、自ら意志を持つことのない“ソルド”を大量に生産し、兵器として世界中に売ることだった。迅は、ヒューマギアが兵器として利用されようとしていることに憤り、「“ソルド”たちを自由にしたい」と滅たちに告げる。“ソルド”たちを解放するために、仮面ライダーへと変身して戦う４人。だがその時、迅に異変が……。リオンに捕らえられていた迅に、何が起こったのか？リオンの「計画」通り、人類にとって「最大の脅威」となる存在が、意外な形で誕生しようとしていた――。

超巨大企業「飛電インテリジェンス」の若き社長・飛電或人（高橋文哉）はある朝うっかり寝坊してしまいます。しかし、気が付いてみるといつの間にか世界は人工知能搭載人型ロボット「ヒューマギア」が支配する世の中になっていました。或人はなぜか社長の座を追われて指名手配とされており、会社はヒューマギアのウィル（砂川脩弥）が社長になっていました。ウィルは「アナザーゼロワンライドウォッチ」を使ってアナザーライダーのアナザーゼロワンに変身、或人は変身ベルト「飛電ゼロワンドライバー」を使って変身して対抗しようとしますが、普段は「衛星ゼア」から発射されるはずの巨大バッタ「ライジングホッパー」が中々現れません。何度かのチャレンジで或人はようやく地中から登場したライジングホッパーをまとって仮面ライダーゼロワン・ライジングホッパーに変身しますが、ライダーの力が奪われているのか本来の実力を出すことができず、アナザーゼロワンの前に敗北を喫したうえにゼロワンドライバーを奪われてしまいました。
