皇帝側近の魏忠賢が権勢を振るっていた明朝末期の中国。秘密警察・錦衣衛の捜査官である沈煉は、体制転覆を扇動する絵を描いた絵師・北斎を捕らえるよう命じられる。沈煉が同僚とともに北斎のすみかに踏み込んだところ、なんと北斎は年若い女性だった。沈煉は、彼女を辱めようとする同僚を制止するが、もみ合いの中で図らずも彼を殺してしまう。沈煉は北斎の正体を隠し、同僚は逃げた北斎に殺されたとして保身を図る。
