英国バッキンガム宮殿。王室犬“ロイヤルコーギー”の1匹であるレックスは、女王のいちばんのお気に入りであるトップドッグとしてセレブ生活を送っていた。だが、調子に乗るレックスは米国大統領夫妻を招いた晩餐会を台無しにしてしまう。落ち込むレックスは仲間のチャーリーに誘われて宮殿を抜け出すが、それはトップドッグの座を狙うチャーリーの罠だった。川に落とされたレックスは、やがて野良犬保護施設に入れられて……。
