A hundred years after the theft from New Zealand of three irreplaceable tribal carvings, two Maori, Rewi and Peter, decide it's time for ancient grievances to be put right. Both men are in Berlin where the carvings are stored in a museum. Plans go awry when a group that Peter has assembled breaks into the museum. Rewi persuades the others to let him put his own, more daring plan into action. Tensions build and international media interest broadens when a sniper's bullet hits Peter.

Investigative journalist Alf Winters (Morrison), meets his American girlfriend, Melissa Jones (Eilbacher), at Auckland airport. As they park outside Alf's house, it explodes. It is soon apparent that persons unknown want them dead, but the police are either skeptical or in the pay of those responsible. They play hide and seek around New Zealand with the stalkers, all the while coping with car chases, plane crashes, bullets and explosions.

Walter Burton's realistic photographs depicting poor treatment of Maori prisoners are rejected by late 19th century government officials. Walter is condemned to making a living from everyday studio work, the frustration of which is apparently quite sufficient to make him a drunk. His brother Alfred is happy to take the photos that the officials want and therefore gets the commissions. Alfred's photos are well received, but when Walter shows his own photos, toughs are sent around to smash up his plates.
