10年間で総額２億５千万ドル相当の財宝を盗んだ後、突然その消息が途絶えた謎の怪盗“トルネード”。やがてある日、世界中の貴重な所蔵品が次々と盗まれる事件が発生。現場に残されたカードから、トルネードの仕業と判明。そこで警察当局は、トルネード逮捕のため、各国の精鋭捜査官を集めたドリームチームを結成する。そしてフランスからは何と、お騒がせ警部のジャック・クルーゾーが大抜擢され、チームの指揮も任されることに。そんな中、フランスの宝である超高価なダイヤモンドの指輪“ピンクパンサー”がトルネードによって盗まれてしまう。クルーゾーはイタリアのビチェンゾ・ブランカレオーネ、イギリスのランダル・ペパリッチ、日本のケンジ・マツド、セクシー美女のソニア・ソランドレス、といった顔ぶれが揃うドリームチームを率いて先行き不安な捜査を開始するのだが…。
