A bank clerk Fukushima was killed by a cyanide compound on a crowded train. Newspaper reporter Yamashita and colleague Kaori, who were on board, immediately started interviewing. いつも、なにか、ものたりなかった。若者はいつの時代も退屈な日常の中で生きているーー。夏の終わりのある朝、ロングボードをミゼットに積んでヒロシ（加勢大周）が稲村に帰ってきた。ヒロシを待ち受けていたのは、伊勢佐木町のチンピラ、カッチャン（的場浩司）だ。ボスの骨董ツボを横流ししたラテン・バンドのリーダー、マサシ(金山一彦）を追っていると言う。そんな所へ、横須賀の波子（清水美沙）という飛び切りいい女が現れる。奔放で情熱的な小さな台風、波子を中心にヒロシ、マサシ、カッチャンに奇妙な友情が生まれ始めた頃、稲村ヶ崎に台風が近づいていたーー。単なる映画音楽の枠を超えた１０数曲を書きおろし、「音楽と画が均等に存在する映画」を徹底して追い求めた、桑田佳祐の初監督作品である。
