1979年11月4日、テヘラン。イラン革命が激しさを募らせ、その果てにアメリカ大使館を過激派グループが占拠し、52人もの人質を取るという事件が起きる。パニックの中、アメリカ人６名が大使館から逃げ出してカナダ大使の自宅に潜伏。救出作戦のエキスパートとして名をはせるCIAエージェントのトニー・メンデスは、６名が過激派たちに発見され、殺害されるのも時間の問題だと判断。彼らを混乱するテヘランから救出する作戦を立案する。しかし、それは前代未聞で大胆不敵、そして無数の危険が伴うものだった。
