太平洋戦争下のフィリピン。マッカーサー将軍が指揮を執る米軍は、日本軍と熾烈な攻防戦を繰り広げていた。ルーズベルト大統領の撤退命令によって一時はオーストラリアへ逃れていたマッカーサーだが、やがて日本軍への逆襲を成功させフィリピンに舞い戻る。そして１９４５年８月、２つの原爆を投下され壊滅状態となった日本は無条件降伏し、マッカーサーはＧＨＱの最高司令官として日本を統治下に置くことになる。
