児童養護施設で育った刑事・松田は、恩師の刑事を殺したチンピラを半殺しにして警察をクビに。施設に戻った松田は、ダム建設のために地上げに来ていた「業原建設」の社員たちを追い払う。一方、「業原建設」を調査していた麗羅は殺し屋に見つかってしまう。
