捜査官を目指すコンピューターの専門家エリック・オニールは、FBIで25年のキャリアを持つ上級捜査官ロバート・ハンセンの事務を担当し、ハンセンの行動をすべて書き留めるよう命じられる。オニールはハンセンの性癖の調査だと言われるが、ハンセンの本当の容疑は、長年にわたるソ連・ロシアのスパイ活動と、アメリカのために働く捜査官の死に責任があるというものだった。
