1993年春の韓国・釜山。養護施設で育ったヒス(チョン・ウ)は、釜山港の外れにあるクアムという小さな町の港で、町を仕切るソンの右腕として一帯を仕切っていた。利権をめぐって争うヨンド派は、ヒスの親友チョルジンを使って彼を懐柔しようとするが、ヒスは恋人のインスクと共に巨済島でペンションを経営する夢を抱いていた。
