とある海辺でボトルの中に入った手紙が発見され、コペンハーゲン警察の特別部署「特捜部Q」で未解決事件を取り扱う、はみだし者の刑事カールと相棒のアサド、そして女性秘書のローセが調査に乗り出すことに。手紙はどうやら7〜8年前に書かれたものでインクがにじんでほとんど判読不能だったが、差出人の頭文字Pを手掛かりに調査を進めるうち、エホバの証人の信者たちの子どもを狙った謎の連続誘拐事件が次第に浮上する。

コペンハーゲン警察の特別部署「特捜部Q」で未解決事件の残務処理に当たるはみだし者の刑事カールと相棒のアサド、そして、そこへ新たに配属された女性秘書のローセ。彼らは、20年前、名門寄宿舎学校の近くで起きた、とある惨殺事件を再調査することに。事件は、容疑者の逮捕で一件落着とされていたものの、男はその後早々に釈放され、また、事件の通報者たる少女が失踪して今なお消息不明など、不審な点が数多く残されていた。

ある捜査で、自らの判断ミスから部下1名が殉職、別の1名は下半身不随となり、また彼自身も重傷を負うという苦い経験を味わった、殺人課の刑事カール。その後彼は、新しく設置された部署「特捜部Q」へと転属されるが、その主たる仕事は未解決事件の残務整理だった。そんな中、彼は、5年前、女性議員のミレーデが船から失踪し、結局自殺として片づけられていた不審な事件に興味を抱き、助手のアサドとともに再調査を始める。
