They both have a little crush on each other, but everything changes when their parents remarry. 東京の街を一望できるベルツリータワーのオープニングセレモニーで絶景を楽しむコナンたちの目の前で男が狙撃される。コナンは女子高校生探偵の世良真純とともに犯人を追うが、惜しくも逃げられてしまった。超長距離からの狙撃という前代未聞の事態に、ある事件との関連を疑う米FBIと日本の警察との合同捜査が開始される。やがて、捜査線上に米海軍特殊部隊シールズに所属していた狙撃手が浮かび上がり……。
