1944年6月。連合軍はナチスドイツの占領下にある北西ヨーロッパに侵攻するノルマンディー上陸作戦の準備を進めるが、英国首相のチャーチル(ブライアン・コックス)は反対していた。それは彼が第1次世界大戦時に計画し、多くの死傷者を出したガリポリの戦いのような戦禍の再来を危惧していたからだった。連合国軍最高司令官のアイゼンハワー(ジョン・スラッテリー)から反対を却下された彼は、作戦を阻止するため動き始める。
