佐伯啓介は、網番に出ていて一人の釣人が殺されるのを偶然目撃した。彼は妻・みぎわにそれを打ち明けた。啓介とみぎわは、入江でアワビを採って暮らす新婚夫婦である。町の実力者である宮本輝正は、海岸一帯にレジャーランドを作って儲けようと企てていたが、その用地が密かに原子力発電所建設の候補地として上っていた。みぎわは、死体のあがらない殺人事件を気にしている夫に「私が潜って確かめたる」と船を出した。潜ったみぎわの目に写ったのは、生命綱を引くはずの夫が胸板を鈷で射抜かれて没してゆく姿であった。海面からの水中銃で腕をやられたみぎわは、生命綱が岩の角で切断されたとたん失神してしまう。断崖下の岩場に打ち上げられ命をとりとめたみぎわは、自分が夫殺しの犯人にされていることを知る。動揺した彼女は、警官を傷つけて逃げ出し啓介の子供の頃からの友人で、官本の一人息子・祥平に助けを求めた。彼はみぎわを連れて渡鹿野島に渡った。そこは歓楽店だけが密集した警察もない小さな島である。祥平は、親しいスナックのママ・夏子にみぎわを預けた。閉ざされた島で苛立ちの日々を送るみぎわは祥平に電話をする。やってきた彼は突然、みぎわの首を締めたかと思うとその体を抱きすくめた。二日後、輝正らの一行が渡鹿野島へやって来た。彼らの宴会に出たみぎわは、原発に反対した官本の部下・下川の殺人現場を目撃されたため啓介が殺されたこと、みぎわに逃げられたので他の女に濡れ衣を着せたことを知った。みぎわは、祥平のさしがねで自分を殺そうとした男を逆に刺し殺すと海に飛び込んだ。復讐を決意した彼女は、官本宅に忍び込み輝正をプールの中で溺死させる。祥平らに網を被せられて投げ込まれた海中で、みぎわは啓介の死体を発見した。モリを改造した彼女は、展望塔での原発竣工パーティの只中、潜り込み片ぱしから人を刺し殺す。やってきた機動隊に包囲されれたみぎわは「いったい何人殺したら終わるんやろ」と立ちつくした。そこに彼女の願ったとおり大嵐が起こり、みきわは海の中に消えた。
