ファンの集いやオフィシャルファンクラブなどの活動も盛んに行われたテレビアニメ『うる星やつら』。当初、オフィシャルファンクラブは「うる星やつらファンクラブ」として発足したが、後に同作品の製作会社であるキティ・フィルムのファンクラブ「キティアニメーションサークル（通称・KAC）」となった。その第一回目のイベント「KACオープニングツアー」で公開されたフィルムが本作である。劇中に登場する大財閥・面倒家が所有する偵察衛星・終ちゃんが捉えた映像という設定で、新作映像とテレビアニメ本編映像を交え、ストーリーを振り返る総集編的な内容となっている。

In a dystopic and futuristic Tokyo, humanity’s genetic code has gone awry. At the forefront of the technology is Fraud, an organization conducting experiments on people such as Kei and Ai – two escaped “headmeters” with hefty psychokinetic powers. あたるたちは大財閥・面堂家に伝わる鬼姫伝説をモチーフにして自主製作映画を撮っていた。主役はラム。だが、撮影の都合で面堂家の守り神とも言われる老木・太郎桜を切り倒してから、ラムの身に次々と異変が起こり始める。まずラムの電撃のパワーが落ち、角がなくなり、飛行能力まで失ってしまったのだ。そればかりか、みんなの心の中からもラムの存在が消えつつあった。そのうえ、友引町自体にも奇妙な現象が発生。事件の真相を調べ始めたあたるたちは、太郎桜の根から鬼姫の遺骨を見つける。

高橋留美子原作の同名コミックをテレビアニメ化し、テレビシリーズだけで全218話が放送され、絶大な人気を誇った『うる星やつら』。当時はファン同士の交流や同人誌など、ファンの活動も活気があり、オフィシャルファンクラブの活動も盛んだった。本作は1985年に行われたイベント「第3回うる星やつらファン大会」のために制作されたフィルムとなる。その内容はファン大会向けに、本編を振り返ってみられる総集編といったもの。テレビアニメ本編の登場人物である面堂終太郎の妹・了子が、女性キャラクターたちを集めたお茶会を開催。みんなに思い出話を聞いていく……という新作映像に、テレビ本編の映像を交えて再編集した作品だ。
