Honey Daniels dreams of making a name for herself as a hip-hop choreographer. When she's not busy hitting downtown clubs with her friends, she teaches dance classes at a nearby community center in Harlem, N.Y., as a way to keep kids off the streets. An NTSB investigator (Jaclyn Smith) and her boyfriend (Bruce Boxleitner), who works for the FAA, investigate a series of similar and suspicious plane crashes that seem to be affecting only one airline.
Within two weeks, Sgt. Hardbutt has to clean up the crime in the streets before the Governor arrives. Hardbutt is forced to supplement his overworked staff with civilian "recruits" who he schemes to use to a disastrous advantage.
