1942年1月20日。国家保安部代表のラインハルト・ハイドリヒは、ナチス親衛隊と政府高官ら15名を、ドイツ・ベルリンのヴァンゼー湖のほとりにある邸宅に招集する。「ユダヤ人問題の最終的解決」についての会議が開かれ、彼らはヨーロッパの全てのユダヤ人を抹殺する計画について話し合う。会議ではユダヤ人の移送、強制収容、強制労働、計画的殺害などが異論なく議決される。
