清朝末期の中国。政治は腐敗し、人々が苦しい生活を送る中、広州の広埔港では、黒虎組と北海組という２大勢力が港の利権を巡って抗争を繰り広げていた。そんなある日、黒虎組の親分・雷公は組の若者数人を集め、北海組の親分の首を取った者を自分の４番目の義息子にすると告げる。その中には、ある目的を秘めて黒虎組に加わったフェイの姿もあった。単身、北海組の本拠地へと乗り込み、親分と対決するフェイだった。
