During the late Heian era in Japan a famous duel took place between the warrior monk Musashibo Benkei and a slender young man of high rank named Shanao. A man from Osaka comes up to Tokyo to fight gangsterism.

Shimamura is a violent street thug who joins the yakuza & is merciless & unscrupulous on his rise, lacking any sense of either duty or chivalry. When imprisoned, he is repeatedly transferred from one prison to another, because no one can handle him.

Tetsu, is a honourable and noble yakuza caught in a conflict between rival clans, and obligations each has toward their yakuza boss and brothers. A railroad line brings changing times to a community. Because Tetsu can't stand by and allow a bunch of yakuza men to molest women, it forces him to battle it out with a knife wielding rival, the unfortunate incident leads to his boss losing face and him having to leave the family to protect it.
