불의를 보면 주먹이 먼저 나가는 성격 때문에 정직 처분을 받은 경찰 저스티스는 두 경찰이 한 멕시코 남자를 폭행하는 모습을 목격한다. 그는 이를 신고하고 여경인 알렉사와 현장으로 가지만 레드 메사의 경찰들과 페이든 보안관이 저스티스에게 누명을 씌운다. 하지만 이것은 페이든 보안관과 그의 부하들이 행해왔던 악행들 중 일부에 지나지 않았다. 이를 알아챈 저스티스는 알렉사의 도움으로 부패한 레드 메사의 경찰들을 처단하러 나서고, 자신들을 코브 요원과 로보 요원이라고 소개하는 정체불명의 남자들도 그가 있는 곳으로 합류하는데...
