Mr. Lazarescu is a retired Romanian engineer, spending his time in the company of his cats and booze. When he starts feeling unusually ill, he first seeks painkillers from his neighbors. It soon becomes apparent that Lazarescu is indeed sick, and an ambulance arrives with a nurse who has a few ideas about what could be the problem. However, a major traffic accident and poor organization leaves little room in Romanian hospitals for the fading Lazarescu.

It's the 22nd of December. Sixteen years have passed since the revolution, and in a small town Christmas is about to come. Piscoci, an old retired man is preparing for another Christmas alone. Manescu, the history teacher, tries to keep up with his debts. Jderescu, the owner of a local television post, seems not to be so interested in the upcoming holidays. For him, the time to face history has come. Along with Manescu and Piscoci, he is trying to answer for himself a question which for 16 years has not had an answer: "Was it or wasn't it a revolution in their town?"

So with his friends from school he devises a plan to kill the dictator.

탄탄한 체력 하나가 전재산인 트럭 운전사 호크(Lincoln Hawk: 실베스타 스탤론 분)는 소년 군사 학교 졸업식장에서 12살의 아들 마이클(Michael Cutler: 데이비드 멘덴홀 분)를 만난다. 대부호인 커틀러(Jason Cutler: 로버트 로기아 분)는 자기 딸이 호크와 결혼한 것이 못마땅해서 호크를 집에서 몰아냈지만 이제 다시 유일한 핏줄인 외손자 마이클이 호크와 만나는 것이 불안하여 다시 호크를 쫓아내려고 애쓴다. 귀하게 자란 마이클은 뜨내기 트럭 운전사가 아버지라는 사실에 수치심을 느끼지만 시간이 흐를 수록 부자지간의 진한 정을 느낀다. 그러다 병으로 앓던 아내가 죽자, 커틀러는 마이클을 집으로 데려오고, 호크는 접근을 막는 저택의 문을 부수고 들어간다. 곧 체포되고, 할아버지와 사는 것이 더 좋겠다는 마이클의 말에, 양육권을 포기하는 조건으로 석방된다. 호크가 팔씨름 세계 선수권 대회에 나가서 결승에까지 오른다. 하지만 결승 상대가 워낙 강해서 불안을 느낀다. 그러나 집을 빠져나온 아들 마이클의 격려에 자극을 받아 상대를 꺽고 우승하고, 커틀러도 부자의 정을 갈라놓을 수 없음을 깨달아, 호크와 마이클의 행복한 새출발을 시작된다.

1992년, 우크라이나에서 자그마치 4조원 규모의 무기가 감쪽같이 사라지는 사건이 발생한다. 90년대 중반에 접어 들어 이 사라진 무기들은 세계 각국의 무기 밀거래상들에 의해 공공연히 유통되기 시작하고, 이 와중에 '전쟁의 제왕'이라 불리며 독보적인 위력을 떨치는 남자, 유리 올로프가 나타난다. 전 세계의 큰 전쟁 중 열에 여덟은 유리의 손을 거쳐 이루어진다고 얘기될 정도로, 그는 '전쟁의 제왕'이라는 명성에 걸맞게 금액만 맞는다면 세계의 독재자, 전쟁광, 무기 밀거래상 등 상대를 가리지 않고 위험한 거래를 만들어 간다. 유리는 모든 거래에서 자신만의 탁월한 협상력을 자랑하며 승승장구하고, 이 때문에 국제 인터폴 잭의 집요한 추적을 받게 되지만 거래 규모가 커지면 커질수록, 거래가 더욱 위험해지면 위험해 질수록, 그것을 통한 짜릿한 쾌감에 더더욱 빠져들기 시작한다. 그는 자신의 친동생까지 끌어들이며 자신의 무기 밀거래 사업의 범위를 급격히 넓혀가며 '전쟁의 제왕'으로서의 그 위세를 더욱 높이게 되지만 아프리카 내전 독재자와의 거래 도중 동생을 잃게 되고, 결국 그자와의 최후의 협상 테이블 앞에 자신의 운명마저 내던지게 되는데..
