포크 음악의 대부이자 전설로 남아 있는 어빙 스타인블룸이 죽자 그의 사랑하는 아들 조나단은 아버지를 추모하는 대규모의 포크 콘서트를 준비하게 된다. 조나단은 이 콘서트를 위해 어빙 스타인블룸이 가족처럼 아꼈던 포크 뮤지션들을 한자리에 모을 계획을 세운다. 한 때 이름을 날렸던 포크 싱어인 메인 스트리트 싱어즈와 뉴 메인 스트리트 싱어즈, 포크맨, 미치와 미키 등의 출연으로 기획되어진 어빙 스타인블룸의 콘서트는 그러나 미치의 출연 여부의 불투명으로 새로운 국면을 맞이하게 된다.

밥 로버츠(Bob Roberts: 팀 로빈슨 분)는 가수이자 자수성가한 백만장자이고 펜싱 애호가이며 정계의 유력한 인물이다. 그가 중하층 출신이라는 점을 보면 그의 성공은 미국이 기회의 나라라는, 다시말해 아메리카 드림은 여전히 실현가능한 것임을 웅변하는 모범적인 사례임을 기억해 둘 필요가 있다. 1990년 밥 로버츠는 미 상원의원에 출마하여 펜실베니아주의 선거 유세를 시작하면서 시작한다. 로버츠는 명쾌하고 단순하면서 심금을 울리는 방식으로 60년대 관용주의와 정치적 천진성이 파괴시킨 가치들의 회복을 주장하여 중산층 관중들의 환호를 받는다. 가수 출신인 밥은 유세장에서 자신이 옹호하는 보수주의 노래를 부르며 유권자의 정서에 파고든다. 이것은 90년대 스타일의 활동적이고 강력한 선거운동으로 무례함, 알콜중독, 마약, 성 문란 등을 상대방의 미온적 경제정책과 그것이 야기한 경기후퇴 탓으로 돌린다. 이러한 전략이 적중하여 밥에게 유리하게 나타난다. 그런데 방해꾼이 나타난다. 신문기자인 아랍계 벅스 래플린은 밥이 대부금 유용과 마약밀매에 연루되어 있다는 증거를 발견한 것이다. 그것이 폭로되자 밥의 선거운동은 타격을 받게 되는데...

1960년대 초, 누나와 아버지를 찾아 다니던 동호(김규철)는 보성 소릿재에서 주막 주인의 판소리를 들으며 회상에 잠긴다. 마을 대갓집에서 소리품을 팔던 유봉(김명곤)은 동호의 어미 금산댁을 만나 자신의 양딸 송화(오정해)와 함께 새 삶을 꾸린다. 금산댁이 아이를 낳다 둘 다 죽자 유봉은 아이들을 데리고 소리품을 판다. 동호에게는 북을 송화에게는 소리를 가르치던 중 동호가 생활고와 유봉 때문에 엄마가 죽었다는 괴로움을 견디지 못해 떠나자 유봉은 송화가 자신을 떠날까 봐 그리고 송화의 소리에 한을 심어주기 위해 그녀의 눈을 멀게 한다. 시력을 잃어가는 송화를 정성스레 간호하는 유봉, 그러나 그는 죄책감으로 죽어가며 송화에게 그 일을 사죄한다. 몇 년 후, 유봉과 송화를 찾아 헤매던 동호는 이름 없는 주막에서 송화를 만난다. 송화에게 판소리를 청하는 동호, 송화는 아버지와 똑같은 북장단을 치는 그가 동호임을 알지만...

항일전이 한창이던 1939년, 중국의 한 가난한 산골에 구전민요를 수집하기 위하여 팔로군 병사가 찾아든다. 그는 그곳에 머무르면서 한 소녀에게 공산당의 거점인 옌안(延安: 연안)에서는 여성이 평등한 대접을 받는다고 말한다. 병사가 떠나고 얼마 후 돈에 팔려 마을의 노인에게 시집을 간 소녀는 힘겨운 결혼생활을 견디다 못해 옌안으로 도망가기 위해 강을 건넌다.

조지아는 어린 시절부터 언니 조지아와 함께 음악에 대한 열정을 공유해 왔다. 천부적인 재능을 타고난 조지아는 컨트리 포크 가수로 성공해 고향집에서 자상한 남편과 두 아이들과 행복한 가정을 꾸리고 있는 반면, 새디는 알콜중독자가 되어 싸구려 술집 무대에서 노래를 부르며 근근히 살아간다. 어느날 조지아의 대형 콘서트장에서 언니의 배려로 무대에 오른 새디는 정상적인 리듬을 무시하고 절규하듯 노래를 불러 관객들에게 외면당하고, 조지아와 다투게 된다. 남편과도 이별한 채 모든 것에 실패하고 심각한 마약중독증세에 시달리는 새디는 조지아를 찾아간다.
