The movie takes place entirely in and around the Mini Moni Cafè. The Mini Moni Cafè is run by the first generation members of Mini Moni, who are lead by Mari Yaguchi. Mika Todd is the primary baker for the cafè and Ai Kago and Nozomi Tsuji are bumbling waitresses. One day Kago and Tsuji serve a particularly enthusiastic customer (played by Ai Takahashi) who says she has never had such a delicious cake before. When the waitress explain they do not know the secret ingredient that makes the cakes so good, Takahashi decides to sneak into the cafè later find out what it is and steal it.

The cockroaches of Saito's apartment live in peace with their human host, who gives them lots of space to breed and plenty of leftovers to munch on. In the midst of these high living times, Naomi and Ichiro plan to get married and start a family. The television movie is set in the city of Dimmsdale and centers on the series' main protagonist Timmy Turner with his fairy godparents Cosmo and Wanda and his fairy godbrother Poof. In the movie, Timmy is now 23 years old but is still in fifth grade with his fairy-obsessed fifth grade teacher Mr. Crocker. Despite being grown up, Timmy finds a loophole in the fairy rulebook Da Rules: if he continues to act like a kid, he will still get to keep his fairies. However, the dilemma rises when Tootie, who was once a dorky girl when she was 10 years old, returns to Dimmsdale as an attractive woman. Timmy falls in love with her, a sign that he is growing up to an adult, which means he is closer to losing his fairies. Meanwhile, an oil business tycoon named Hugh J. Magnate, Jr., who teams up with Mr. Crocker, plans to use Timmy's fairies' magic in order to promote his oil business.

만화마을과 영화마을이 공존하는 헐리우드에 살인 사건이 일어난다. 만화마을의 유지이자 대부인 마빈이 살해된 것. 둠 판사와 족제비 일당은 로저 래빗을 살인 용의자로 지목하고, 마룬 영화사 사장은 사립탐정 에디에게 마빈의 유언장을 찾아 달라고 한다. 형이 만화 인물에게 살해된 후 만화 인물과 관련된 사건을 맡지 않겠다고 결심한 에디였지만, 애인 플로렌스와 함께 살인사건에 휩쓸리고 만다. 한편 둠 판사와 족제비 일당에게 쫓기는 로저 래빗은 에디에게 도움을 청하지만, 만화계 최고의 스타인 아내 제시카의 스캔들에 실망하고 에디는 제시카와 둠 판사를 의심한다.

The story opens as a grandfather (Lloyd Bridges) hosts his daughter (Kirstie Alley) and grandson (Ross Malinger from Sleepless in Seattle) during a visit to his country cottage. After lunch, the trio settles in as grandfather recounts "The Story" of Peter's adventures with a bird, cat, and dizzy duck on the outskirts "of a very dark forest." The film morphs into a clever cartoon designed by the legendary Chuck Jones (of Wile E. Coyote fame). The "story within a story" leaps to life while the accompanying musical instruments also emerge as playful personalities.
