쟈니 잉글리쉬 (로완 엣킨슨 분)는 영국 첩보국 MI-7의 직원이며 항상 첩보원이 되기를 꿈꾸고 있다. 하지만 그의 능력은 고작 첩보원들의 뒷치닥 거리나 하는 신세이다. 그러던 어느날, 1급 첩보원 001이 임무 수행 도중 사망한다. (조사는 이루어 지지 않았지만 쟈니 잉글리쉬의 과실치사라고 해야 정확할 듯,,,) 설상가상으로 MI-7의 모든 첩보원들이 모인 001의 장례식장에서 폭탄 테러가 발생하고 모든 첩보원들이 사망하기에 이른다. 001이 여왕 왕관의 탈취 음모를 조사중이었다는 심증을 갖고 있던 페가수스 국장은 마땅한 인물이 없는 관계로 울며 겨자 먹기로 쟈니에게 이 사건을 맡기게 되고 여왕마저 느닷없이 자신의 왕위와 왕실 전체의 왕위 계승권을 내놓겠다며 어디론가 사라져 버린다. 쟈니 잉글리쉬는 친영파인 프랑스인 기업가 파스칼 소바쥬 (존 말코비치 분)가 이 사건의 범인이라는 확신을 갖고 자신의 충직한 부하직원 보프 (벤 밀러 분)와 함께 소바쥬의 주변을 조사하지만, 페가수스 국장은 영국 왕실과 절친한 관계인 소바쥬를 건드지 말라 압력을 넣는다. 한편, 소바쥬와 연관된 곳엔 어김없이 나타나는 한 미모의 여성이 있었으니~ 그려는 바로 인터폴 프랑스 지국의 로나 켐벨 형사 (나탈리 임부루글리아 분)로 전세계 60개국에 수백개의 민영 교도소를 운영하고 있는 소바쥬가 프랑스의 한 성에서 각국 범죄 단체 두목들과 비밀 회동을 가진다는 사실을 쟈니에게 알려 주며, 그와 함께 그의 성에 잠입하게 된다. 이 둘은 소바쥬가 영국 왕위 계승권을 찬탈 하여 스스로 국왕이 되고 영국에 자신이 수감해 놓은 죄수들을 풀어 놓을 음모를 꾸미고 있다는 사실을 알게 되는데 ...

LA 시경의 드레빈 경관(Frank Drebin: 레슬리 닐슨 분)은 마약 밀수범에게 중상을 입은 동료 놀드버그(Nordberg: O.J. 심슨 분)의 업무를 인수받는다. 마침 영국의 엘리자베스 여왕(Queen Elizabeth II: 쟈넷 찰스 분)이 방문 중이라 경비 업무로 바쁘기 짝이 없는 가운데, 경찰 서장은 마약사건을 24시간 이내에 처리하라고 한다. 그러나 사건의 열쇠를 쥔 루드비히(Vincent Ludwig: 리카도 몬탈반 분)의 여비서 제인(Jane Spencer: 프리실라 프레슬리 분)에게 반한 드레빈은 갈피를 잡지 못한다. 이를 틈타 루드비히는 제인에게 드레빈을 감시하라고 한다. 몰래 사장실에 들어간 드레빈은 LA 구장에서 시합을 관전하는 여왕을 암살하려는 내용이 적힌 쪽지를 발견한다. 그가 암살 음모를 눈치챈 것을 안 악당들은 그를 습격해 오지만 드레빈은 올가미를 피한다. 그리고 여왕 암살을 위해 최면술에 걸린 선수 한 명이 이용될 것이라는 사실을 알고 계획을 저지하기 위해 심판을 가장해 야구장에 나타난다.

8년 3개월 동안 백수 생활에 전전해온 알리는 별다르게 하는 일 없이 하루하루를 연명하는 사고뭉치다. 어리버리한 `웨스트 스테인스파`와 어울리며 지내는 그의 유일한 `일`은 `존 나이키 레저 센터`에서 꼬마 아이들을 가르치는 일. 가르친다고 해봤자, 기껏 마약에 대한 자세한 정보나, 해서는 안되는 욕설 등 유해한 정보만을 전달하는 것이 고작이지만, 알리에겐 그 일이 삶의 전부다. 그러던 어느날 자금 문제로 레저 센터가 문을 닫게 되었다는 소식이 전해진다. 절대로 문을 닫게할 수는 없다고 생각한 알리는 혼자 광장에서 1인 시위를 벌인다. 하지만 단신 투쟁도 수포로 돌아가고, 동네에서 원수처럼 지내는 청년들에 의해 광장 한 복판에서 놀림거리가 되고 만다. 그렇게 시위가 엉망이 되어가던 중 근처에서 이 광경을 지켜보던 스테인스의 하원의원은 알리를 정치에 이용할 목적을 세운다. 전혀 어울리지 않게 하원의원 선거에 나선 알리. 하지만 사고뭉치답게 그의 선거유세 역시 상상을 초월한다. 여성단체들을 대상으로 레즈비언이라고 모욕을 하는가 하면 토크쇼에 나와서도 옆 후보의 원고를 컨닝하는 등 말도 안 되는 행동만 계속한다. 그러나 놀랍게도 `소가 뒷걸음질치다 쥐 잡는` 격으로 얼떨결에 꺼낸 상대 후보에 대한 모욕이 들어맞아 알리는 하원의원에 당선된다. 자유분방한 의상, 거침없는 천박한 말투의 알리는 의원이 된 후에도 계속 사고를 친다. 하지만 운이 좋아 그의 인기는 계속 승승장구하고, 알리는 비난과 찬사를 동시에 받는 괴상한 정치인으로 알려지기 시작한다.
