J.: 아트 하인들 분)와 함께 무술을 그만두고 3년전부터 컴퓨터 리서치 회사를 하고 있는데, 어느 날 무용 공연에서 무용수 낸시(Nancy: 킴 랭크포드 분)를 만나게 된다. 낸시와 스캇은 곧 서로 호감을 갖게 되는데, 낸시의 집까지 바래다 준 스캇은 예기치 않은 무사들의 습격을 받게 되고 그 자리에서 낸시는 죽는다. 이렇게 해서 스캇은 점차로 미국내에서 활동하고 있는 닌자 기술을 갖고 있는 테러단의 정체를 확인해 가는데, 불행히도 이 테러단의 수뇌는 어린 시절 형제로 지낸 세이쿠라였음을 알게 된다. 스캇은 맥칸(McCarn: 리 반 클리프 분), 저스틴(Justine: 카렌 칼슨 분) 등을 통해 세이쿠라의 무술단에 대해 들어가면서도 믿길 거부했지만, 절친한 친구 에이제이가 세이쿠라의 캠프로 결투를 위해 찾아갈 정도로 일에 말려들게 되자, 더 이상 두고보지 못하고 세이쿠라의 캠프로 찾아가야겠다는 결심을 한다. 이때, 세이쿠라의 테러단에서 테러 기술을 익혀 온 오라(Aura: 캐롤 바그다세리안 분)라는 아가씨가 스캇에게 탈출해 온다. 오라는 정치적인 목적으로 암살 기술을 익히려 세이쿠라의 캠프를 찾아갔는데, 도고(Doggo: 커트 그레이슨 분)를 비롯한 많은 관계자들이 오직 돈을 목적으로 한 청부살인 등을 일삼고 있을뿐 아니라, 오라까지 그런 일에 관여케 하려는 의도를 가지고 있었기 때문에 도망쳐 나온 것이다. 테러단의 교령에 따르면, 탈출한 사람은 처형되도록 되어있고, 이 위험으로부터 오라는 스캇에게 피해온 것이었다. 오라의 도움으로 어렵게 세이쿠라의 캠프를 찾아간 스캇은 치열한 혈전을 거쳐 마지막 세이쿠라와의 결투에 임하게 되고 결국....
