In 1911-12, the Romanian movie director Grigore Brezianu and the financial tycoon Leon Popescu made together the 2 hours long movie "Romania's Independence" - an as faithful as possible screen adaptation of the real Independence War that had been fought in 1877. Now, "Restul e tacere" tells us, in a loose and half-fictionalized way, the story of this movie making.

약혼한 커플 루치와 소리나는 세 들어 살던 집에서 쫓겨나 길거리에 나앉게 된다. 소리나는 돌아가신 아버지가 하늘에서 메시지를 보낼 것이라고 하며 루치와 함께 아버지의 무덤을 찾는데, 하늘에서 떨어진 것은 빈 병, 그것도 루치의 머리 위로 떨어진다. 그들은 친절한 프랑스인 제롬의 차를 얻어 타고 병원으로 가게 된다. 루치의 머리는 다 나았지만, 소리나는 구질구질한 생활에서 탈피하기 위해 제롬의 아파트로 거처를 옮기고 만다. 한편 생활고를 해결하기 위해 맥주병 모양의 의상을 입고 광고 전단을 나눠 주던 루치는 핸드폰 의상을 입은 미하엘라를 만나게 된다. 미하엘라는 루치에게 관심을 보이지만 이를 눈치채지 못하는 루치. 결국 미하엘라는 부모가 원하는 대로 국제결혼을 하기 위해 외국에서 찾아온 신랑 후보를 만난다
