영국 요크셔 지방의 황량한 황무지. 캐시(Cathy)가 10살, 오빠 힌들리가 16살 때 그녀의 아버지는 12살짜리 꼬마 한 명을 '폭풍의 언덕'으로 데려온다. 집시 고아 히스클립이 들어오자 단란했던 가정에 자주 파란이 일어난다. 힌들리는 히스클립을 심하게 구박하지만 캐시는 유년기부터 히스꽃이 만발한 들판에서 히스클립과 추억과 고통을 함께 나누면서 자라나 그를 진정으로 사랑하게 된다. 언쇼가 세상을 떠난 뒤 힌들리(Hindley Earnshaw: 제레미 노담 분)의 구박이 더욱 심해지자 히스클립(Heathcliff: 랄프 피네스 분)은 마음 속으로 증오심을 키워가고 캐시(Cathy/Catherine: 줄리엣 비노슈 분)마저 이웃에 사는 대지주의 아들 에드가(Edgar Linton: 사이몬 쉐퍼드 분)에게 쏠리자 그는 집을 떠나고 만다. 히스클립이 떠나자 캐시는 자신이 진정으로 그를 사랑했음을 알게 되지만 에드가와 결혼해 행복한 생활을 시작한다. 그러나 외지에 가서 성공해 돌아온 히스클립은 힌들리의 재산을 빼앗고, 캐시의 마음을 돌리려 하다 뜻대로 되지 않자 복수심에서 에드가의 여동생 이사벨라(Isabella Linton: 소피 워드 분)와 결혼해 에드가의 재산을 자기 손에 넣을 계략을 꾸민다. 캐시는 결국 고통에 못이겨 딸 캐서린을 남기고 세상을 떠난다. 히스클립은 캐서린을 자기의 아들과 강제 결혼시킨 뒤 에드가의 재산마저 완전히 자기 것으로 하는데 성공하지만 죽기 직전 그 모든 것이 덧없는 짓이었음을 깨닫고 참회하게 된다. 악마와 같이 철저한 복수를 노렸던 히스클립은 작가의 손에 이끌려 영혼이 빛 가운데로 인도되는 가운데 눈을 감는데...
