이란 사람들은 새해가 다가오면 금붕어를 산다. 설날 장을 보러간 엄마 손에 이끌려 집에 돌아온 라지에는 시장에서 봐놨던 크고 이쁜 금붕어를 사고 싶어서 안달이다. 하지만 엄마는 들은 척도 않고 콧방귀만 뀌는데. 결국 라지에는 오빠의 지원 사격으로 금붕어 값을 타내 단숨에 시장으로 뛰어 나간다. 라지에의 돈을 노리는 시장 어귀의 뱀 마술사. 자칭 탁발승이라 하는 이 두 할아범은 라지에의 어항속 돈을 순식간에 홀리듯 빼앗는다. 엉엉 우는 라지에를 측은히 여긴 한 마술사가 돈을 돌려주지만, 소녀는 금붕어 가게로 가는 도중 하수구에 돈을 빠뜨린다. 안절부절 못하는 라지에. 도와 주겠다는 양복점 아저씨는 계속 손님과 싸우고만 있고, 하수구를 열 수 있는 가게집 주인은 문을 닫고 돌아올 줄을 모른다. 한 시간이 넘도록 라지에가 집에 돌아오지 않자, 동생을 찾아나선 오빠는 결국 라지에를 찾아내지만 그 역시 돈을 끄집어 낼 묘안은 없다. 그러던 중 그곳을 지나가던 풍선팔이 소년의 막대가 눈에 들어오고. 껌을 묻혀 돈을 건져 올린 라지에 오누이는 금붕어를 사러간다. 그리고 그 자리에는 팔다남은 하얀 풍선을 들고 있는 소년만이 남는다.
