소련 KGB와 미국 정보부 CIA의 대결을 그린 액션물로, 쟝 끌로드 반담이 악역으로 출연하고 있다. 미-소간의 냉전 기류가 팽배해 있을 무렵, 미국의 F-3 전투기 한 대가 지중해 상공에서 실종된다. 그러자 블라디미르 대령(Vladimir Klimenko: 블라디미르 스코마로브스키 분)과 안드레이(Andrei: 쟝-끌로드 반담 분)가 이끄는 소련의 KGB가 이 전투기에 정착된 레이저 폭탄유도장치를 훔치기 위해 작전을 개시한다. 안드레이는 고도의 무예를 익힌 자. 이미 수사 요원 한명이 그에게 희생된 바 있는 미국의 CIA에서는 아프가니스탄에서 반군을 지원하고 있는 검은 독수리 '블랙 이글' 켄 타니(Ken Tani: 쇼 고스끼 분)에게 도움을 요청, 급히 소환하게 된다.

Akira Saito, a Japanese businessman lives in Tokyo with his Japanese-American wife Aiko and their children, Takeshi and Tomoya.
