해군 소령 톰 패럴(케빈 코스트너)은 파티에서 매력적인 여성 수잔 앳월(숀 영)을 만나 서로 열정적인 만남을 가진다. 그러나 톰은 자신의 상관인 국방장관 데이빗 브라이스(진 헥크먼)도 수잔과 밀회를 즐긴다는 사실을 알게된다. 수잔에게 애인이 생겼음을 데이빗 또한 알게되어 수잔과 다투다가 사고로 수잔이 죽게된다. 그 사건 조사를 지휘하게 된 톰은 데이빗 측에서 유령인물을 내세우라는 명령을 받는 가운데 CIA에서도 그 사건에 관심을 가지게 되는데...
