뉴욕 퀸즈에서는 10년 넘게 특이한 법원이 운영되고 있다. 성매매 여성의 처벌을 다루는 여타 법정과 달리, 일종의 위원회에 가까운 이 시스템은 카운셀링 프로그램을 통해 여성들이 새로운 삶을 개척하도록 돕는 게 목적이다. 카메라는 처벌보다 자율적 교정이 우선인 다소 혁명적인 성격의 법원 안팎을 기록한다. (2018년 제10회 DMZ국제다큐영화제) 리뷰 법정에 선 여성들은 하나같이 소수자들이다. 경제적 이유로 매춘에 나선 가난한 흑인 여성, 밀입국했다 매춘에 개입된 아시아 여성. 입장을 대변해 줄 사람이 없는 그들에게 퀸스의 특별한 법원은 일종의 구원이다. 직접 해결은 못 할지라도 길을 열어주는 데 의미가 있다. 은 미국의 현 정권에서 위협을 받는 ‘인간적 사법 시스템’을 강조한다. 그런데 이 영화의 매력은 주제 너머로 슬며시 눈길을 돌리는 데 있다. 딱한 입장인 여성의 목소리를 듣는 데 그치지 않고, 인자한 미소의 판사 이야기로 넘어간다. 일본인 부모를 둔 그녀의 말을 듣다 문득 화가인 그녀의 어머니가 어떤 사람인지 보여준다. 그런가 하면 법원에서 활동하는 여성이 머리 손질을 받는 장면이 삽입된다. 그녀가 다른 여성과 버스에 앉은 로맨틱한 장면에선 슬며시 미소가 나온다. 영화는 퀸스 법원을 역처럼 그린다. 역장 같은 판사를 중심으로, 사람들은 각기 목적지에 맞춰 도착하고 떠난다. 매춘 여성은 물론, 법원 활동가들도 삶의 경로에 맞춰 다른 곳으로 이전하고 누군가는 세상을 떠나기도 한다. 여성에 관한 사법 시스템을 다루던 영화가 점점 폭을 넓혀 현대 도시 여성의 삶의 행로를 그린다. 이럴 때 다큐멘터리 특유의 마법의 손길을 느끼게 된다.
