미국 서부 사막의 평화로운 시골 마을 브라운스빌에서 난데없이 한 여성이 끔찍하게 살해되는 사건이 발생한다. 마을에서 오래 근무한 피터스 경감에게도 이렇게 끔찍한 사건은 처음이었다. 이후 한 모텔에서 재닛이라는 투숙객도 동일범에게 살해당한다. 범인이 현장에서 모텔 주인의 총에 맞고 검거되면서 사건은 일단락되는 것처럼 보인다. 범인은 체포된 이후 한 마디도 하지 않아서 경찰도 신원을 파악하지 못하고 ‘존 도’라고만 부르게 되었다. 범인은 곧 정신병원으로 이송된다. 그러나 살인범은 정신병원에서 맨몸으로 다른 환자와 간호사들을 죽이고 탈출하여 행방이 묘연해지고, 경찰은 피터스 경감을 중심으로 본격적인 수사에 들어간다. 그러는 한편, 피터스 경감은 어린 아들 토미를 걱정하여 부하인 고메즈 경관에게 자기 집을 순찰하게 한다. 그 다음으로는 외딴 주유소에서 주유소 직원과 방문객 2명이 살해당한다. 그 다음으로는 가정집에서 클럽 댄서가 살해당한다. 댄서의 룸메이트 니콜은 화장실에 숨어서 범행을 목격하고 경찰에 증언한다. 니콜의 증언으로 범인의 팔에 어떤 기호가 문신처럼 새겨져 있음이 확인된다. 의미는 알 수 없지만, 범인이 머문 유치장에서도 발견된 기호였다. 피터스 경감은 범인이 지도를 기준으로 그 기호 모양의 동선으로 움직이며 범행 장소를 결정한다는 것을 깨닫는다. 동선에 따르면 다음 목적지는 바로 피터스 경감의 집이었다. 경찰이 피터스 경감의 집으로 출동하는 사이, 피터스 경감의 아들 토미가 집에 침입한 범인을 발견하고, 고메즈 경관이 토미를 데리고 탈출하려다 살해당한다. 토레스 경위와 앨런 경관은 토미를 구출했다가 범인에게 공격당해 쓰러진다. 결국 피터스 경감이 범인을 쏴 죽인다. 3일 후, 피터스 경감과 토미는 평화로운 아침을 맞는다. 평소 가던 식당에 가자 신문 기사를 읽고 범인의 운명을 알게 된 사람들이 경감에게 존경 어린 시선을 보낸다. 경감은 피해자들과 고메즈 경관을 추모하는 짧은 연설을 한다.
