장래가 촉망되는 젊은 판사 하딘(Steven Hardin: 마이클 더글러스 분)은 흉악범들이 법조문을 교묘하게 이용하여 법망을 빠져나가는 현실에 심한 분노와 좌절을 느낀다. 형사들이 범행 증거가 확연한 증거들을 수집하여 검거해도 그들은 곧 변호사에 의해 정당한 수색 혹은 검문인지를 주장하여 증거로 채택되지 않고 풀려나는 것이다. 그 사실을 안 덕망있는 선배 판사가 자신들의 그룹 '스타 챔버(The Star Chamber)'에 입회할 것을 권유한다. 저명한 판사 9명으로 구성된 이 비밀 조직은 지능적으로 법망을 피해 나가는 흉악범들을 살인청부업자를 시켜서 제거함으로써 사회를 정화시켜 나간다는 명분을 내세우고 있다. 번민하던 하딘은 그 그룹에 입회하게 되고, 자신도 2인조 아이 살해범을 지목하여 이들로부터 유죄를 받아낸다. 하지만 한 흑인 형사에 의해 흑인 진범 3인조가 검거되자, 하딘은 이들에게 자신이 지목한 2인조의 살해 집행을 중지할 것을 주장한다. 하지만 그들은 이것이 불가능하며, 더구나 범인들이 아이를 죽이지 않았더라도 결국 다른 시민들에게 해를 끼칠 것이라 차라리 죽이는 것이 바르다는 판단을 내린다. 분괴한 하딘은 이들도 모두 범인과 다름 없다고 판단하고, 결국 흑인 형사에게 모든 것을 폭로해 버리는데...
