Anna Nicole Smith (November 28, 1967 – February 8, 2007) was an American model, actress and television personality. Smith first gained popularity in Playboy, becoming the 1993 Playmate of the Year. She modeled for clothing companies, including Guess jeans and Lane Bryant. Smith dropped out of high school and was married in 1985. Her highly publicized second marriage to oil business mogul J. Howard Marshall, 62 years her senior, resulted in speculation that she married the octogenarian for his money, which she denied. Following Marshall's death, Smith began a lengthy legal battle over a share of his estate; her case, Marshall v. Marshall, reached the U.S. Supreme Court on a question of federal jurisdiction. She died on February 8, 2007 in a Hollywood, Floridahotel room as a result of an overdose of prescription drugs. Within the final six months of her life, Smith was the focus of renewed press coverage surrounding the death of her son, Daniel and the paternity and custody battle over her biological daughter Dannielynn.

프랭크(Lt.Frank Drebin: 레슬리 닐슨 분)는 30년간의 경찰 생활을 끝내고 정년 퇴직을 하게 된다. 정든 총과 뱃지를 반납하고 보통 생활로 돌아가 집안 일과 잡다한 일들을 하며 지낸다. 하지만 아내와의 관계가 예전같지 않게 된다. 그러던 어느날 국장으로부터 시청을 폭파하려 했던 테러범들이 음모를 꾸미고 있으니 도와달라는 부탁을 받는다. 아내와 싸우면서까지 경찰일을 도와주던 프랭크는 70년대 만났던 타냐(Tanya Peters: 안나 니콜 스미스 분)가 교도소안에서 폭탄 테러를 조정했을거라고 추정되는 로코(Rocco: 프레드 워드 분)의 애인임을 알게 된다. 또한 로코의 다음 폭파물이 뭔지를 알아내기 위해 교도소안으로 잠입한다. 어느날 탈출계획서를 간수에게 빼앗길뻔한 로코를 도와준 프랭크는 로코에게 신임을 얻게 되고 결국 둘은 탈출하게 된다. 프랭크는 이를 경찰에게 알리려 하지만 연락할 방법이 없다. 그래서 타냐의 비둘기를 보내려 했지만 실패한다. 한편 별거 중인 아내가 손수건에 써있던 주소를 보고 찾아오는데 오히려 로코일행의 인질로 끌려디니게 된다. 한참 후 로코의 목표물을 알고 아내와 함께 일일이 찾아보지만 찾지 못하고 아내만 인질로 잡히게 된다. 그러나 마지막 순간에 프랭크의 엉뚱한 행동과 재치로 일이 해결되고 서로의 사랑까지 확인한다. 아이를 못가져 고민하던 그들은 프랭크가 다시 일을 시작한 후 귀여운 사내아이까지 낳게 된다.

1950년대 지방의 경영 대학을 졸업한 노빌 번즈가 직장을 구하기 위해 이리저리 돌아다니다가 허드서커사의 우편물을 분류하고 정리하는 직업을 갖게 된다. 이 허드서커사의 회장 워링 허드서커가 어느날 본사 44층에 있는 중역회의실에서 중역들이 보고 있는 가운데 아무 이유 없이 뛰어내려 자살을 한다. 이때 머스버그 이사는 회사를 장악하기 위하여 여러 가지 음모를 꾸미는데, 이는 즉 회사의 주가를 폭락시킨 후 그것을 헐값에 다시 사들여 회사를 장악한다는 계획이다.
이를 위해서 어리석은 회장이 필요하게 되는데 그때 회장으로 발탁된 사람이 바로 노빌 번즈이다. 번즈가 실수만 하기를 바라는 이사는 번즈가 폭락하는 주가를 붙들기 위한 새로운 상품, 즉 훌라후프를 만들어 팔자고 제안하자 이사는 이것이야말로 주가를 더 폭락시키는 좋은 아이디어라 생각하고 그것을 추진한다. 그러나 그 훌라후프가 우연한 기회에 전국적으로 인기가 폭발하게 되고, 심지어 대통령까지 이 훌라후프라는 놀이기구에 빠져들게 된다.
