Harry Palmer heads a private investigation business based in Moscow. His associates are Nikolai "Nick" Petrov, ex-CIA agent Craig, and ex-KGB Colonel Gradsky. They take on the job of finding 1000 grams of weapons-grade plutonium stolen from the Russian government, though they do not know the identity of their client.

When long-time British agent Harry Palmer loses his job because the Cold War is over, he's promptly approached by a Russian bossman, Alex. In St. Petersburg Alex tells Harry of his plan for Russia's future, which is threatened because a deadly biochemical weapon called the Red Death has been stolen from him. His flamboyant companions include an Army general, with more than a passing resemblance to Aleksander Lebed, a police detective, local forest ranger (a devotee of Zen Buddhism) and some big-city types from St. Petersburg. Inevitably, their good intentions soon give way to endless drinking, visits to local farm girls and much else besides.

During the main withdrawal of troops from Afghanistan, a company of hardened paratroopers under the command of Major Bandura are joined by Steklov, the son of a high-ranking officer.

After a ten year long stay in West Germany, Max returns to the Soviet Union to visit his deadly ill father in Leningrad. There he finds a friend in a man who calls himself Igor and he begins a love-affair with the deafmute Lena. Around Max' relationship to his father, Igor and Lena, losely held episodes give a many fasetted portrait of Leningrad and its inhabitants. In the eyes of the returning Max, the city is at once well-known and foreign. Lyrically saturated images and sophisticated editing contributes to making the film an expressive description of a changing city.

쉴리코프는 돈을 벌기에 급급한 러시안 택시운전수이고 리오차는 알콜중독에 빠진 유태인 섹스폰 연주자이다. 쉴리코프는 택시요금을 안내고 도망갔던 리오차를 붙잡아 자기밑에 두고 일을 시킨다. 리오차는 쉴리코프가 시키는데로 일하며 용돈을 얻어 술을 마시면서 그와 동거에 들어간다. 가치관이 판이하게 다른 이 두남자는 서로를 비난하면서도 색다른 우정을 쌓아간다. 거의 폐인이었던 리오차는 다시 음악을 하게 되고, 차츰 유명해지면서 쉴리코프와는 멀어진다. 마침내 리오차는 미국까지 가서 연주활동을 하게 되고, 리오차를 이젠 TV화면을 통해서 볼 수 밖에 없는 쉴리코프는 깊은 외로움에 바진다. 어느날 리오차가 쉴리코프를 다시 찾아오고, 그 둘은 서로가 다르면서도 떨어져서는 살 수 없다는 것을 알게 된다. 결국 둘은 서로를 이해하기 보다는 어느 한쪽을 죽이는 것이 쉽다는 것을 깨닫는다.
