The film opens in a 19th century river town under lockdown by government troops. Word has reached the emperor that a band of rebels have hidden their families, including the leader’s son Erh Mao, in the town. Rebel supporters are spiriting the children to a boat that will take them to safety.

베트남 전쟁이 종결되고 난후, 3년이 지나 일본인 사진작가 개천은배트남을 취재하러간다. 정부 문화국의 안내로 견학한 도시의 신 경제지구는 밝은 표정이었다. 이러한 모습들을보고 개천은 베트남을 좋게생각한다. 그러나 그것은 정부가 꾸민 것에 불과하다. 후에 개천은 남주임을 만나서 이상한 것을 알고 혼자 거기로 나온다. 그곳에서 신양가족을 만나게 되고 비참한 베트남의 실상을 알게된다. 그러다가 주명을 만나고 그가 탈출하려할때 목숨을 걸고 도와주지만 죽고 만다. 어느날 매춘을 하는 신냥의 어머니가 자살하고 개천은 잇따른 불행으로 남동생과 둘만이 되어버린 14세의 소년 신냥을 그대로 내버려 둘 수가없었다. 그래서 그는 사진작가라는 타이틀을 버리고 신냥과 그의 동생을 국외로 탈출시키기 위해 자신의 카메라를 팔아서 여비를 만든다. 끝내 개천은 신냥을 탈출시키지만 자신은 총에 맞아 죽는데...
