The film was created by re-dubbing footage filmed for the 1986 Taiwanese kung fu film Ren zhe da (known in English as Ninja: The Final Duel). Ren zhe da producer Robert Tai had reportedly filmed 10 hours of footage for the film that was cut to 90 minutes for release. Much of the footage that was not included in the release of Ren zhe da is included in Shaolin Dolemite as well as original footage of Moore observing the story of the film and making obscenity-laced comments. Other new footage includes a segment portraying Moore's long time friend Jimmy Lynch as a Drunken Master named Sam the Spliff.

Jeon Woi-ja, the wizard, uses evil spirits to serve his selfish desires. He opposes the Gang-si (frozen corpse) training center, Bubekjang Center, which educates wandering spirits and sends them away. Woi-ja picks the most evil corpses and sends them to the center in hopes of ruining it but without success. When his evil amulets fails to work he chants the eight signs of divination in hopes of getting rid of the gang-sis. But the gang-sis band together to fight Woi-ja and succeeds in reforming him and guiding him to a better path.

The plot centres around Wu Tang villain, Abbot White, who wants to destroy the Shaolin monks and become supreme martial artist. In order to do so, he teams up with a clan of Ninjas, led by three masters – gold lamé ninja, white mustachioed ninja and black ninja – and succeeds in destroying the Shaolin temple and most of its inhabitants. However, there are some survivors. It is their job to pass on the knowledge of the Shaolin finger jab to a new generation, who must defeat the ninjas and Abbott White if peace and order is to be restored.
