홍콩 경찰 강력계에 소속돼있는 유형사(주윤발 분)는 아무 의욕도 없이 하루하루를 살아가다가 어느 날 젊은 형사 마이클을 파트너로 맞이해 마약 밀매 조직을 수사하게 된다. 다혈질인 마이클과 능글능글한 유형사는 의견 충돌이 잦았다. 그 과정에서 웃지 못할 촌극이 많이 벌어지지만 차츰 호흡을 맞추어 나간다. 마약 조직의 중간 보스인 살모사는 마약을 빼돌려 누이 동생인 마리아나를 시켜 처분하는 과정에서 유형사의 수사망에 걸려든다. 살모사는 조직을 배신한 대가로 비참한 죽음을 당하고 마리아나는 경찰에 연행되는데 수사에 협조를 하지 않자 형사 반장은 그녀를 석방하고 여자를 잘 다루는 유형사로 하여금 그녀를 설득케한다. 우여곡절 끝에 마리아나는 유형사의 순수한 인간미에 마음이 쏠린다. 그녀가 제공한 정보로 두목이 체포되고 마약 밀매조직이 일망타진되지만 달아난 조직원 아휘가 유형사의 누이동생을 납치해 두목과 교환하자고 제의한다. 유형사와 마이클은 입원해 있는 두목을 빼내 아휘일당과 마지막 혈전을 벌인다.
