1000 years from now a young womans' life is at risk in a post nuclear sci-fi community as she investigates who controls and operates society and the economy. As she gets close to the truth the walls start to close in on her.
A young couple, Tomio and Madoka, decide to get married. Madoka convinces Tomio to visit a fortune teller to have their future foretold. Tomio is immediately attracted to the seductive psychic and returns to her late one night. When he comes to his senses and rejects her out of guilt. He tries to leave, and in frustration she puts a curse on him. Now, Tomio roams the streets trying to, literally, keep his head on straight!
담배가 금지되어있고 여기저기 감시카메라가 난무하는, 지하 깊숙이 위치한 이상한 나라. 17살 여고생 후지사키 루치노는 몰래 담배를 피우다 큰 화재와 폭발을 일으키고, 도망치기 위해 엘리베이터에 올라탄다. 그녀가 탄 엘리베이터에는 이런저런 종류의 수많은 사람들이 오르내린다. 회사원, 무표정하게 음악만 듣는 남자, 유모차를 끌고 다니는 여자, 귀여운 꼬마와 할머니, 교수... 엘리베이터로 갈 수 있는 맨 꼭대기 층은 1층. 그 1층의 위에는 춥고, 무섭고, 아무것도 없는 세상이 존재한다고 사람들은 말한다. 엘리베이터는 감시국의 요청으로 평소에는 서지 않는 99층에 멈춰 죄수 2명과 간부 1명을 태운다. 그 탑승한 죄수들의 난동으로 인해 엘리베이터는 멈추게 되고, 피와 폭력이 난무한 공포의 장소로 바뀌게 된다. 루치노는 어릴 적 아버지에게 당한 폭행과 강간으로 정신 이상이 생겨버린 소녀이다. 그리고 다른 사람의 입을 통해 그 사람의 과거를 볼 수 있고, 텔레파시가 가능한 초능력소녀. 그러나 이 엘리베이터 안에서 루치노의 그러한 능력은 그녀를 더욱더 어두운 과거에 얽매이게 한다.
