멀지않은 미래의 어느 나라. 세계는 인류의 진화형인 오르페녹이 만든 조직 '스마트 브레인'에게 완전히 통치되며, 대부분의 인류가 오르페녹으로 진화하였다. 수천명 정도밖에 남지 않은 인간들은 폐허같은 거주구에 몰려서 오르페녹에게 위협받는 날들을 견뎌내고 있었다. 그런 상황에 반역하는 일부의 사람들이 '인간해방군'을 결성, 현 상황을 뒤집을 수 있는 유일한 수단으로 스마트 브레인이 가지고 있는 2개의 '제왕의 벨트'를 빼앗는 것. 하지만 힘의 차이가 압도적이라 패배의 횟수만 늘어나고 있을 뿐이다. 그 와중, 마지막까지 희망을 버리지 않고 레지스탕스 활동을 계속하는 해방군의 상징 소노다 마리는 인류에게 도움을 주는 키바 유우지를 포함한 3명의 오르페녹과 함께 행방을 알수 없는 구세주 '파이즈' 이누이 타쿠미의 귀환을 믿고 있었다. 하지만 스마트 프레인의 총공격 직전까지도 이누이의 소식은 도달하지 않고 있었다. 해방군의 리더 미즈하라와 해방군에서 유일하게 오르페녹과 대등하게 싸울 수 있는 쿠사카 마사토 일행은 마리의 말은 일절 듣지 않고 독자적인 행동을 반복하고 있었다. 이런 상황에서 해방군은 희망을 잃고 비참한 상황에 빠져들고 있었다. 마리는 사람들에게 희망을 주기위해 가면 무도회를 열기로 결심한다. 그 준비를 하며 매일 인류해방군의 희망을 북돋아주려 하지만, 제왕의 벨트를 장착한 '가면라이더 사이가' 레오와 라이오트루퍼 부대의 습격에 의해 마사토를 포함한 수많은 사람들이 목숨을 잃는다. 중지되어버린 무도회의 회장에 나타난 것은, 기억을 잃고 소녀 미나와 함께 떠돌아다니던 이누이 타쿠미였다.
