월남전이 한창이던 사이공에서 미군들을 상대하던 창녀들이 차례로 살해되는 사건이 발생한다. 육군 범죄 수사대(CID) 수사관 맥그리프 중사와 앨 베이비 중사는 반장인 딕 상사의 특별지시로 이 사건 수사를 맡는다. 두 사람은 범인이 상당히 높은 계급의 미군장교라는 사실까지 밝혀내지만 단서가 될만한 증인을 찾아내기만 하면 보이지 않는 거대한 힘이 증인을 제거해 버리곤 한다. 곤경에 빠진 두 사람은 수사를 할수록 범인의 엄청난 위력을 실감하게 된다. 결국 수사를 압축한 끝에 가장 유력한 용의자로 장래 참모총장감이라는 엘리트 장교 암스트롱 대령을 지목한다. 암스트롱은 자신의 복잡한 여자관계가 젊은 수사관들에게 밝혀지자 모든 것을 포기하고 자살한다. 암스트롱 자살사건이 문제가 되자, 두 사람이 위기에 몰리지만 딕 상사가 재빨리 미국으로 전출시켜 준다. 미국으로 떠나기 직전 맥그리프는 수사과정에서 도움을 받은 수녀 니콜에게 작별인사를 하러 갔다가 또 창녀 한명이 살해됐다는 소식을 듣고 진범은 암스트롱이 아님을 깨닫는다. 베트공 여인의 제보로 진범이 뜻밖에도 딕 상사임을 알고 니콜 수녀를 죽이려는 딕을 총격전 끝에 사살한다.
