LA시내 베니스 해안가에서 마약관련 살인사건이 일어나고 시장은 경찰국장에게 48시간 안에 해결할 것을 종용한다 이에 국장은 밀즈경사의 아이디어에 따라 마약에 대해 잘 아는 아카데미 후보생을 선별해 비공식 특별 마약수사팀을 만든다. 이 수사팀은 국장과 밀즈경사만 아는 비밀 수사팀으로 마약 갱들을 수사하던 중 게리란 수사원이 죽게 되고 금으로 된 총이란 말을 남긴다. 특별 마약단속팀은 북부 남부로 나눠어 있는 갱들을 조사하던 중 남부와 북부의 갱원들이 차례로 살해를 당하게 되고 증거로 있던 마약이 설탕이 많이 섞여진 걸 알자 국장으로부터 팀해체 명령을 받게 된다. 하지만 수사팀이 이를 슬기롭게 극복하여 증거확보를 나섰지만 밀즈경사와 팀원인 사만다가 차를 타고 가던 중 밀즈경사에게서 떨어진 금색 총을 발견하고 팀원들이 사살한다. 밀즈와 주요 갱단과 관련있는 변호사가 갱단의 싸움을 부추긴 후 마약시장을 접수할 거란 조사결과가 나온 이후 국장은 팀 해체를 취소하고 다음 임무를 맡긴다.
