형왕의 통치 하에 고통 받는 백성들과 뜻 있는 사람들이 모여 반 형왕 연맹을 결성하고 ‘의대조’에 이름을 올린다. 이에 형왕이 위후를 시켜 의대조를 손에 넣으려 하자, 현무 대인은 의대조를 가지고 도망치다가 우연히 만난 사장승에게 빼앗기고 만다. 아무것도 모르는 난봉꾼 사장승은 현무 행세를 하고 다니는데, 현무와 만나기로 했던 백산수와 사장승의 누나 사유는 그를 뒤쫓아 장원객잔에 도착한다. 때마침 위후의 부하들이 찾아오면서 객잔 주인 초만삼까지 사건에 얽히게 되는데...
