In fact, the runoff from the local tanning mill has contaminated the water to a dangerous degree. The town fathers argue that cleaning up the mess would be far too expensive and the publicity would destroy the town's reputation, so therefore news of the pollution should be suppressed. Dr. Stockmann decides to fight to get the word out to the people, but receives as very mixed reaction.

리차드 박사는 정신과 의사이면서 자신 역시 고소공포증을 지니고 있다. 그는 의문의 죽음을 맞이했던 전임 소장을 대신해 요양소의 신임 소장이 된다. 그런데 이 요양소의 공기는 어쩐지 심상치 않다. 한 의사는 벽장 속으로 숨으려 들고 간호사는 독재자처럼 군림한다. 요양소 직원은 정서불안의 징조를 보인다. 리차드는 전임 소장의 죽음에 관한 비밀을 풀려고 하지만 마땅한 증거가 없다. 게다가 자신이 어느 살인극의 누명을 쓰는 상황에 놓인다. 리차드 소장은 고소공포증을 극복하고 복잡하게 얽힌 상황을 해결해야 하는 임무를 떠맡는다.

잡지 기자이지만 도박을 즐기는 빌과 삼류 도박꾼 찰리는 한 도박클럽에서 만나게 되고, 둘은 함께 시간을 보내면서 점점 가까워지는 것은 물론 빌은 찰리의 삶을 흡수하게 된다. 도박을 하면 할수록 빌의 빚을 늘어나고, 그는 더 큰 돈을 따기 위해 찰리와 함께 리노로 향한다. 극 중에서 빌이 찰리에게 카지노와 경마장이 같은 선상에 있다고 이야기하듯이, 은 알트만 감독이 보여주고자 하는 제어되지 않은 혼돈의 세계를 다루고 있다. 알트만 감독의 다른 작품에 비해 비교적 덜 알려진 이 버디 무비는 과 함께 폴 토마스 앤더슨 감독의 의 호아킨 피닉스와 조슈 브롤린을 연상시킨다.
