미국에는 소방수와는 별도로 삼림 소방대원, 즉 스모크 점퍼라는 직업이 있다. 이들은 접근이 어려운 삼림 화재에 낙하산을 타고 침투하는 정예요원이다. 소방대장 윈트(스콧 글렌)와 제시(호위 롱)는 화재 현상에서 인명을 구조하는 것을 보람으로 여기며 일을 해왔지만 어느덧 윈트는 은퇴를 하고 제시가 소방대장이 되어 신입대원들을 교육하게 된다. 열차 강도로 수감 중인 셰이(윌리엄 포시드)는 체포되기 전에 숨겨둔 돈을 찾기 위해 음모를 꾸미고, 죄수 네 명과 탈옥을 준비하던 데이빗을 포섭해 자신이 데이빗으로 변장해서 교도소 밖으로 사역 일을 나가서 사전에 준비한 대로 산불을 내고 죄수들을 탈옥시킨다.
