뉴욕 엘리스 섬은 미국 이민자들의 거점이다. 이민자들은 이곳에서 통관심사를 거쳐 미국 시민권을 얻는다. 1921년, 폴란드인 에바(마리옹 코티아르)는 여동생 마그다와 함께 미국으로의 입국을 시도한다. 그러던 중 병약한 마그다가 폐 질환 의심으로 이민 대상자에서 보류되면서 자매는 서로 떨어진다. 에바는 엘리스 섬에 도착하기 전, 배 안에서 뭇 남성들로부터 추근거림을 당하는데 이것이 그녀의 도덕적 행실 문제로 찍히면서 고국으로 추방될 위기에 처한다. 그러다 댄스홀 호스트 브루노(호아킨 피닉스)의 눈에 띄어 간신히 미국으로 가는 마지막 페리에 오른다. 에바는 브루노의 댄스홀에 무희로 서기도 하고, 때때로 매춘을 하면서 돈을 번다. 그러면서도 검사소에 남겨진 동생을 한시도 잊지 않는다.
