During the Cold War, John Goldfarb crashes his spy plane in the Middle East and is taken prisoner by the local government. His captor, King Fawz, soon discovers that Goldfarb used to be a college football star. So he issues him an ultimatum: coach his country's football team, or Fawz will surrender him to the Russians. Goldfarb teams up with undercover reporter Jenny Ericson, and together they plot to escape their dangerous situation.

1933년 5월 18일, 미국 국회에서는 테네시 강 근처의 땅을 모두 매입하기로 결정한다. 매년 홍수의 범람으로 강 언더에 사는 사람들이 목숨을 잃게 되자, 사고를 막고 자연 자원을 이용할 목적으로 댐을 건설하기로 결정하지만, 섬에 사는 주민들 중 일부는 정부측의 보상결정에도 불구하고 땅을 팔지 않으려 한다. 연방 정부측에서는 이 일을 마무리 짓기 위해 척 글로버를 가쓰빌이란 마을에 파견한다. 가쓰 섬에는 80세된 엘라 가쓰란 할머니와 그의 세 아들 그리고 손녀 딸이 함께 살고 있는데, 유일하게 이 가족만이 어떠한 설득과 제안도 거부하며 섬을 떠나지 않겠다고 고집을 피운다. 척은 찾아가서 얘길 나누고 설득을 시도해 보지만 모두들 들은 척도 안한다. 하지만 손녀딸인 캐롤이 그의 말에 귀를 기울이자 둘은 얘기를 나누며 친밀한 감정을 느끼게 된다. 그리고 가쓰부인이 땅에 집착하는 이유가 남편이 불모지였던 땅을 일생을 통해 일궈놓고 떠났으며 이제 자신도 그 남편 앞에 묻히길 원한다는 이야기를 전해 듣고 척은 엘라를 이해하게 된다. 어린 나이에 남편을 잃고 두 아이의 엄마로서 오랫동안 혼자 지내온 캐롤은 낯선 곳에서 온 세련되고 지적인 남자 척에게 끌리게 된다. 척 역시 캐롤에서 호감을 갖고 둘 사이는 연인으로 발전하게 된다. 한편 척은 가쓰씨 가족 밑에서 일하면서 남아있는 흑인들에게 일자리를 제공하고 이들에게 백인들과 같은 보수를 지급한다. 그러자 마을 사람들은 척에게 적대감을 갖고 모두들 그를 경계하기 시작하는데..........
